Do you see this as an act of terrorism, and is this something that has to be condemned on that level?"

One can not plead for one's life with these savages, that just emboldens them. Better to have a plan to at least try a personal Alamo, take one of them with you.
The terrorist squads won't be coming across the US/Mexican border.
While our side of the border is porous, the Mexican side is locked down tight under penalty of death by the cartels.
A terrorist attack on the US via Mexico would be very bad for cartel business, and they will not let that happen.
There's FAR more long term money in contraband and pollos than there is in smuggling Jihadis across the border.
I'm much more worried about Jihadis coming in through Canada or home grown radicals from the Chechen or Somali communities.
