If I read correctly, at the time the ISD Chief made the decision to call it a barricade/hostage situation, the gunfire had basically ceased in terms of being directed at the students....from the presser, it appears the fire at that point was only sporadic and directed at the officers through the door. Lacking other pertinent facts that could sway it one way or the other that could very well be classed as a hostage/barricaded subject situation that according to the active shooter training I've been through as there's no stimulus against a targeted populace. The possibility of the situation changing and thus changing tactics was specifically addressed in our A/S training.
The reason I find it damning that the BORTAC guys went in regardless is because it's basically proof that there was information available to the Chief that would have suggested using the A/S playbook. As the DPS director said during the presser, they were still trying to compile facts about what information the ISD Chief had to make his decision, such as whether the 911 calls were getting to him and whatnot.
